INDIA Update: The SCOMET List undergoes substantial amendments on July 3rd


On July 3rd, the SCOMET List was revised by the Indian Directorate General of Foreign Trade (DGFT) with the issuance of Notification No. 17 of 3 July 2018. The revisions impact a vast array of entries found in SCOMET Categories 1 (chemical), 2 (biological), 3, 4, 5, 6 (munitions), and 8 (Wassenaar Arrangement conventional dual-use items). Certain SCOMET entries were eliminated (namely, Category 5D) and technical descriptions for designated items were revised to correspond with changes made to the lists maintained by the Australia Group, Missile Technology Control Regime, and Wassenaar Arrangement over the past year. In addition, numerous terms/definitions found in the SCOMET Glossary were revised or substituted and notes /technical notes were added or amended for numerous entries.
